Any recs on a cheap phone system where I can have a few different voicemail settings (normal non-business hours recording; holiday; office meeting or out for lunch) and also transfer/direct a call from front desk to a phone in another room in the office

Look into something that's cloud based, like RingCentral or 8x8. Both will provide handsets and you pay a monthly fee for the features you need, based on the number of users you have. Depending on what you are willing to pay, you'll get many of the features that the larger systems provided.
