No you should be able to access them on your PC.
Did you unplug your phone and plug it back in after the backup?
Do you see all of your other folders? Downloads, pictures, ringtones, media, TWRP, etc.

Do you still have the Nexus toolkit installed? You can use it to push/pull files easily. Try it.
Or try this quick fix see if it works for you, use whatever file explorer you use on your phone and rename the folder to Titanium Backup with space and see if you see it on your PC then.
If not use the Nexus toolkit or just upload it to the cloud and pull it from there on your pc.
It's just hit and miss from what I gather, MTP just sucks and sometimes it reads system files and other times not.

That's weird, it booted and it looked like all of my apps were still there... Then got a shitload of popups saying "unfortunately, [app] has stopped." Rebooting, and it really does hang at that rastapop logo a long time.

What app? If it's Google play services go into settings apps and select it and clear the cache.

It was several apps. Got it squared away though. I went to restore with Titanium backup. It wanted me to confirm each app installation tediously. After doing that to 4 apps, I read online that touchless restore is a PRO feature. Needless to say I canceled the restore and promptly purchased the Pro upgrade.

Something is wrong... it's really laggy and I have a ton of green Android icons where apps should be. Not just google apps. Guess I've got some manual labor ahead of me.
At first Hangouts wouldn't install but after a reboot it was fine. I'm hoping this lag is temporary.
EDIT: Getting things back in order. I should probably do a cloud backup after this.
