Need some help on right product for my company - tablet

I am looking for something that I can take into the field (and my team can) that would allow us to take a photo of something and then write measurements, notes, etc on the photo. We do a lot of surveys and typically take a photo with our phone, write on a notepad and then have to email/scan those in which i'm sure there's a better way. We would want to be able to email these immediately after the job is complete, but that's not a requirement. I believe an ipad can do this but was hoping to avoid spending $1,000 on a cellular ipad that can email from the field as I know my team would either lose this or be rough with it. Any other products out there that would potentially work that people have used?

iPad will do it, but it's pricey, delicate, and you need to buy a pencil, which is also pricey and delicate.

All reasons why i don't want to do an ipad. Any other products that will?

Would an app on the phone be good enough? Something you attach the photos to?

Do the notes have to be on the photo itself or just attached along with it?

I was hoping to give them more room to write than what a phone would do. Most of the guys that are in the field doing the surveys have small iphones as they can't afford the latest and greatest. I'm seeing the Samsung tablet as well as a Microsoft Surface tablet, both for $300 range.

That doesn't seem like a very advanced feature. I don't use Android but I'd be shocked if there wasn't an app capable of that in its ecosystem, and there obviously are lots of inexpensive Android tablets out there. Heck even one of the cheap 8-10" Fire tablets might do it.

Did a quick search, this lists several Android photo markup apps:
