This machine has an internal floppy drive but no usb port. Most searches that I have done discuss how to pull files from 98 computers but I need the inverse.
Does anyone know if the external usb to floppy drives burn/copy or readers only?
Machine is a Dell Latitude PP01L

Does it have a network card?
You maybe able to get it to copy to a shared drive.
Another option depending on how many files and how large the files, you can possibly get you an external floppy drive for 20 dollars.
Connect it to your current computer, copy the files you need. Insert floppy in old computer and hopefully it still works and get the data from the floppy.

Are you in or near Baton Rouge? Either way, I'm sure there are computer places in your area similar to Tim's in BR that can easily transfer files to floppies or sell you a compatible usb drive bay. Tim has a decent PC graveyard.

How big is the file, and does the Win98 PC have Internet access?
Stick the file on Google Drive and grab it from there.

Oh god, I'm having flashbacks of trying to set up a USB hard drive on a win 98se edition pc on a token ring network... Maybe 5 years ago. One thing to keep in mind is if you somehow manage to get a USB port going on that thing you'd need drivers for way more stuff than you'd realize. Plug n play was technically a thing back then but not functionally so. You ever had to find a mass storage controller driver for a generic external drive drive compatible with win98?
Anyway, floppy to floppy is probably your best bet. If the size is too big you technically have the option of breaking it into a multiple file zip/archive, but you'd have to make sure whatever you set up can be unzipped on the 98 pc.

Thank you for all of the replies.
A couple things that I can update with. The pc has a network and modem port. I will look further into whether or not network port functions.
The files that I need to transfer are project files for an old controls system and I will check tomorrow for file sizes on them. Good to hear on the external floppy drive as well

Can you not just remove the hard drive and use it as a temporary second drive on a functioning computer and manually add said file?

This. Or get a drive enclosure/adapter, remove the old HDD and put in the enclosure/adapter, and plug it into a new computer. Hardest part may be getting the proper connector for the hard drive, but it should be doable.
Something like this should work:
Unitek USB 3.0 to IDE and SATA Converter External Hard Drive Adapter Kit for Universal 2.5/3.5 HDD/SSD Hard Drive Disk

Take it to Tim’s in BR. The man will have an extra floppy or zip drive to install and get it done while you wait. i bet he still has mmx processors in that store.

I purchased this Unitek device from your recommendation and should arrive Monday. Each program file is ~30-60Kb but with a total of ~100 files. It seems more efficient than making a lot of floppy saves to get my files moved over. Thanks to all for the advice.
