So anytime I create a new AD acct or make a change in an AD profile on my on-premise domain controller...I always run an AD-Sync in Powershell to speed up the change to Office365/Azure. I usually do a Delta sync but I've tried Full and Delta sync. Even after forcing AD Sync...It seems I still have to wait 15 mins for the change to show in Office365.
Anybody got any idea what could be causing this delay?

I run the command:

Start-ADSyncSyncCycle -PolicyType Delta

If that's the worst problem you're having with Azure AD, I feel like I should be asking you the questions.

The only other prob I have with Azure is a few issues between it and Intune....but thats a whole different can of worms.

There is a sync between Azure AD and office 365 that you don’t really have any visibility into behind the scenes. Syncing from on-prem to Azure AD is one step and then from Azure AD to o365.

I know because We’ve had it get stuck in the past and then a ticket has to be opened and somebody has to deal with the initial level of support in India while it sounds like we are yelling through a wind tunnel at each other.

Unless I misunderstood your question and you meant changes between on-prem and azure AD are slow even when forcing a sync.

Can always check the synch service manager to see if the jobs are getting hung up or delayed.

C:\Program Files\Microsoft Azure AD Sync\UIShell\miisclient.exe

on the server doing the synching

Other than that, as someone said, behind-closed-doors Microsoft syncs which take somewhere between 15 minutes to 2 days to actually move around the 365 side of things because MS hates us.

After researching this issue, I believe the "Delay" is due to Microsoft throttling. This would explain why forcing a sync still has a delay.

Here is an official statement from Microsoft:
"Azure AD uses throttling to protect the cloud service from denial-of-service (DoS) attacks. Currently Azure AD has a throttling limit of 7,000 writes per 5 minutes (84,000 per hour)."
