What ISP should I go with in BR?
I'll be streaming Youtube TV but other than that I don't have a high demand. Looking for the best deal. Don't need any other services to bundle.

If it's available, get AT&T fiber and stay as far away from Cox as you can.
If you can't, you'll be stuck with Cox or get a LTE/5G hotspot if you can get unlimited data with it.

I can get fiber. My options are 300MBps for $45 or 1000MBps for $60.
Is 1,000 MBps overkill for streaming max 3 TVs on YouTube TV?
I'm not doing any 4K content, just standard HD

Get the 300 and pocket the $15/month. You can always bump it up later if you feel the need, but I doubt you will.

Is 1G overkill? Probably. But you should take into account all your potential internet activity.
Since you say you have 3 tvs, I assume you have kids. Go ahead and add in youtube, mobile apps, homework, downloading movies and gaming.
Work from home at all? Need to take that into account as well.
Have people over to watch the game that jump on your wifi? More bandwidth hogs.
If an extra $15 would be pushing your budget, then 300 will get you by just fine. If not, you'll appreciate (though you won't really notice) the extra headroom and unlimited data.
