I was thinking possibly a software issue.
Have you tried several speedtest sites? How about a different browser?
If it's something deeper with windows, I can't help you.

Yea the results are the same on every site. Maybe the modem/router is just dog shite. Idk, I don't understand this panoramic wifi crap, it was here when I moved in. I'd prefer a modem + router setup.

I hate the combo units too, but if it's delivering 400+ via wifi it should do the same or better wired. If it was something under 100mbps I'd say the cable was bad or either end of the connection was 100mbit, but since it's giving you 140mbps then I'd say it negotiated gigabit and something else is slowing you down.
Check task manager and see if something is hogging the connection.
AV or firewall running on the PC?
I don't know how to do it on windows anymore, but it used to be deleting the connection and letting windows rebuild it after a reboot would fix the issue. I think windows has a bunch of "troubleshoot" and "fix this shite" buttons scattered around. See if you can find those.
I'm pretty certain that the nuclear option of a format and reinstall of windows would make it work right, but that might be a pain.
