is it possible to play movies from a USB off of a XBOX 1?

I can speak for XBox 360 but don't have XBox One. You can play video from a USB flash drive but the formats supported are limited to WMV, MP4, AVI and H.264.

Depending on the format of the file yes. Use the media player app on the Xbox one.

If you have a newer TV you may be able to play the USB straight through the TV.
