Iphone tethering with ATT?

My wife and I are both rocking iphone 6s and it is time to upgrade.
I have heard that ATT has changed or eliminated the ability to tether to your phone. This is actually a feature we have used in emergencies or when our internet connection/wifi is on the fritz.
Is this a change due to the hardware or just a plan that you are forced to upgrade to with a newer device?
We have 3 phones now and all can tether (2-6s and 1-7).
I have done some research and it appears if you keep tethering you were forced to a Datapro 5gb plan but I don't understand how anything changes if one of gets an iphone 11?

I’m on the Unlimited Elite Plan and can tether.
