Ipad problems

This started with my last iPad and condintued with my current one. Both pros.
Every so often, when I tap on an icon, instead of opening, a small menu pops up. Doesn't matter what I do or what I tap on, even settings, a small menu pops up. To open app, I have to reboot the iPad, then it cleared whatever out, and I can open apps.

Check your emails first and it will fix itself.

It has nothing to do with emails. It does that on every app I try to open.
