I'm pretty sure this is terrible

I just did a speed test by ookla and these are my results.
PING
66 ms
DOWNLOAD
5.50 Mbps
UPLOAD
1.13 Mbps
I have Cox Basic and I'm using their modem (a Ubee DDW365 that I pay them $5/month to rent) and my router, an ASUS Model RT-N66R.
Is this normal? Is this what I deserve for what I pay? What can I do to make this better?

LOL cox basic...if it works then ignore the stats. If it is too slow...upgrade. I have the top tier of cox and it flies. Never any troible

Home internet speeds are not guaranteed.
I don't know what speeds Cox basic is supposed to be rated up to.

I've been having worse speeds (just got 0.24 Mbps) the last 2 days with the 150 package. Apparently, they're doing "maintenance" around my location (and have been since June 1st) and it has started to affect my service.
At least it should definitely be over by 6 AM on June 22nd. Maybe before that but likely done by then.

Cox's website for my address says that Internet Starter is 5mb and Internet Essential is 15mb. Doesn't list a package called "Basic."
If you have Starter, then yea, you're getting what you're paying for.

Getting what you paid for baw. I've had very little trouble with my Cox internet service. Any issues were typically on my side and were modem or router related.
When I give my email address out, I ALWAYS spell out C-O-X-dot-net. I guess I feel the need to clarify myself in case someone gets a weird confusion.

Yes, probably normal for Cox Starter or whatever they call it.
No, probably not what you "deserve" for what you pay, but it's what you get for what you pay in the market that you're in so that's that.
To make it better you can pay more for upgraded service from Cox, or possibly switch to a competitor to get more for less if that's an option.
Are any of your activities limited by your speeds? If not, there's no reason to pay more for upgraded service. I'd bet that the majority of cable internet subscribers pay for a higher tier plan than what their usage requires.

I guess maybe what I get for expecting Cox to not screw me over, but it's certainly not getting what I paid for.
