Been out of the computer buying game for a while.
Desktop or laptop? Definitely going with PC over Mac since I already know it.
Price doesn't need to be low, but i'd like to stay in the 500-1100 dollar range. Are Dell's still good? Don't hear much about them anymore. Any thoughts?

Most of the Adobe suite still uses one CPU core, and they've made it pretty clear that they're in no hurry to move toward to the multi-core/multi-thread setups that are becoming more popular.
If all you're doing is Adobe work, then getting a cheaper CPU with fewer cores but much higher clock speed + SSD hard drive + as much RAM as you can afford, will probably show best results.

I plan on keeping this computer a very long time, so I was thinking desktop due to memory but if I can save to externals, then a laptop could do the same, right?
I just figured desktops are more powerful with more storage.

I'm no expert, but I would have to ask: What are you planning on using photoshop for? If it is for editing photos on a detailed basis, I'd probably go with a desktop since you will need a good and larger monitor. High quality large screen on a laptop is gonna drive up the cost, probably above your max.

oh ok. na, mobility not an issue.

Then pay 800 for a desktop and 300 for a monitor..Absolutely the max I would spend if it were just for photos and thats fairly high end honestly

I agree, you can get a pretty damn nice monitor for 300

Everyone's saving to the cloud now. Get a Windows 10 machine and make sure your stuff is all saved to OneDrive, you can access that anywhere.
