Emails Not Sending to the government

Using gmail as our main email server. Doing projects with the government and various divisions. We're starting to have issues sending and receiving emails between us and the Army/Army Corps of Engineers. On our side (Gmail) it's showing all emails were sent and received successfully. They're claiming it's on our end.
Any smart tech baws out there have any tips or know where we should start?

The govt side is probably delaying them or blocking them outright since you don’t have a cac/piv authentication certificate.
Do you have any images or links in your signature or anywhere in the email? Also, definitely don’t send a zip file. Those get auto deleted on our NMCI network.

Is this authentication certificate something that is done when you first start sending emails with government contacts? Or something that can change over time?
Didn't have any issues (that I know of) from April until Oct/Nov. Started with one email address in particular but now has moved to a couple. But still email regularly with other USACE members.

They probably have some sort of e-mail filter. If it was on your side, you would get an undeliverable message most likely.

That's the thing, neither side gets a "not delivered" message when sending an email. We usually find out through phone call that we didn't receive anything.

is this an @gmail.com address or are you using g-suite (google apps or whatever it's called these days)? my g-suite email hits a lot of people's spam filters.

Well I’m Navy but it’s usually all the same with army corps too. We have CAC cards that go into our machines and it digitally signs our emails.
For example, if you email me at my navy email address it’ll say like [non-DoD email address] but it usually lets it through, just with that tag.
If you and your team have routinely been emailing with Army Corps without issue then something new has changed. I know that we on the Navy/MarineCorps intranet side recently had a huge shift to FlankSpeed that jacked up peoples emails and accounts for a bit but dunno if ArmyCorps has done anything like that with their servers.

I do IT work for the state, one of our agencies is often in contact with the Corps. Their fricking email, their GIS, etc. all has permission/access issues from time to time. We have a network guru who is near Rainman level on transport through physical layers so when they try denying it's on their end we just unleash him on them. In well over a decade I don't think there's been a single issue involving the Corps where the problem was on our end.

It is an @gmail address but I'm pretty sure it's through g suite. Our recipients have not had any of the missing emails show up in their spam folder. G Suite has a feature where you can look in to all the nitty gritty details per email, and on our end it said they were delivered with no issues.

Yeah I've noticed all my emails pre-issues had the Non-DoD subject line. We had no issues up until end of October, and then all of a sudden something changed and the issues started. There are multiple articles out there showing that the Army switched/changed their email server around the middle of October...
Do you guys have an external IT support hotline/representative that could assist us or point us in the right direction? Our contacts are convinced the issues is on our end, so they aren't very helpful in providing resources.

We also believe the issues is on the Army side, but they seem to think it's our issue. They did recently make a change to their email system so we believe that has something to do with it.
Does your guru friend have any advice or know of a resource we can use to being getting this solved?

Sorry man, all I can provide you is the NMCI help desk line and the first thing they’ll do is ask you for your DoDID and asset # for Navy.
I have a feeling the Army moved similar to us in the navy/marine corps over to flankspeed/Microsoft 365. It was a pain in the arse for us since about august of 2021. Things are finally normal again but maybe the army is still all f00ked.
Hope it clears up but definitely sounds like it is on their side.

I used to do IT for Federal contractor.
Last year we had to send all emails to Marine Corps with S/MIME encryption. Also had to do this for badging at a few naval bases.

That was going to be my 1 other suggestion for his group sending emails from Gmail. I *think* there's a way to digitally sign your emails with gmail but I'm not 100% sure. Also, not positive that will solve the problem since I don't think it's on his side BUT it may not hurt.
Curious to hear if this ever got resolved?

As far as I can tell it has been "resolved" on our end, but just now we heard of another Army contact we know having issues on their end. They had to switch over email servers temporarily. We 100% believe it's on the government's end, but they don't seem to agree.

They outsourced USACE IT years ago to save money and the contractor is about as helpful as you expect. They also love Lexmark printers.
