you either don't have fiber, or your hardware is toast...
fiber doesnt share speeds with your neighbors, you either get the Gb or you don't..Absolutely the lowest i've ever gotten was in the 985 range with Vexus and its honestly probably throttling once it gets to my Tp-Links

That isn't true. Fiber to home is PON (passive optical network). The backbone to the node provides a single bandwidth that is shared to all homes. It cannot support all customers getting full speed 100% of the time. It required customer activity diversity to provide full speeds to the customer. If everyone on a full node hit a speed test at the same time, they'd get nowhere near the full 1Gbps on GPON (the most common).
