quick question...this is the first month in years that i've actually reached my max data allowance from At&t. They say there will be no overage charge, but my speeds will be lowered to 2G until the cycle is up.

However, the wife and i still have 4G access on both phones and have used another 500MB since we maxed out.

Were they just joking with me? or will they take this usage out of my next months allowance?

it's only throttled at peak times when a lot of others are using data. depending on the cell sites you are using, you may never see it throttled. I get that message every month and the only times I ever see a slow down is around lunch time when more people are using their phones around me.

They actually say may, which I would think it's safe to assume, will in most cases.

well i didn't realize my work Wifi needed me to re-register, so i guess i can't complain about that.

But i just noticed slower speeds just this afternoon for a little while.

It will show you have a 4G signal which means you are connected to the 4G network but they can identify your device and manipulate the speed on that network. Unless you are streaming video, you probably won't notice much of a speed reduction just web browsing or facebooking.
