Apple Watch issues - Available Apps on the My Watch app won't install

I've turned off both devices
I've signed out of, and back into, my Apple ID
I have 6 apps in the "available apps" list, but when I go to install them (by clicking the install button next to them), it spins for half a second and goes back to showing "install" next to the app.
Any solutions for this issue?

I got the apps (Spotify) to install
My watch is connected to my air pods. But when I go to play music on my Apple Watch, it plays it though my phone. When I turn my phone completely off, it won’t even let me hit play on Spotify
Any suggestions?
ETA - So I just figured out you can't actually stream Spotify on your Apple Watch. It's' basically a "controller" for the app on your iphone.
.. How the frick does this make sense?

If you want to use your watch with downloaded or streamed music you need to use Apple Music.
I know your anger is at Apple but it’s misplaced. Spotify is the ones you should be mad at as they refuse to update their app to support streaming when other have done so.

I know you can pay for Pandora premium and stream through the apple watch. I just find it ridiculous.
I'm also a little pissed off at the AT&T Salesman who said it could be done.

Exactly why I gave up on Spotify and went with Apple Music. I have heard that Spotify is working on it.... wish XM was able to stream which would be a Turbo win!
