An app for sorting streets by their vicinity to one another?

If I have a list of street names for a particular city or area, is there an app that would group street names by their location? For example, the area could be divided into quadrants and streets could be sorted according to what quadrant they are in. As a sales agent, this would help me minimize drive time by sorting streets into quadrants .
