The calculus that goes into upgrading is different than building, especially if you don’t currently have something that does what you need it to do.
As an example, by the end of next year, supply will likely be significantly better for both Nvidia and AMD. You will also likely be at the point in which both of them are set to release their next gen lineup.
If you’re already on an AM4 chipset, that doesn’t matter, because you’ll just buy Zen 3 no matter what (the position I’ll be in). If you’re building fresh, will you really want to build an entire system around a now replaced chipset?
While now is obviously a historically bad time to try to build if you’re trying to get everyone at once, there’s never really a good time to build, as there is always something new around the corner.

Yep, my current system is an Intel Core i7-7700k with a Nvidia 1070 video card so I will move this computer into the living room as part of the entertainment system and build a new AMD based system. The Intel system has been extremely reliable but I play heavily modded SkyrimSE and it's getting a bit long in the tooth with 4k textures installed.
And yea, there's always something new around the corner but there has been a step improvement in the Nvidia 3000 series video cards and the 5000 series AMD processors.
I'm generally a step or 2 behind the latest and greatest for price/performance and I prefer stable drivers as opposed to doing beta testing for bleeding edge hardware.

She is not "hardcore" gaming, so I got her just enough to play most games she would be interested in and more than enough for her school work and playing around. She was more interested in the "light up" aspects of the case, CPU cooler, RAM, and having two monitors.
You will be able to do much better with 2500, especially in the graphics card area. I ordered her stuff three weeks ago and the graphics cards were pretty much sold out so it was slim pickings.
