I feel like they were just referencing an announcement that was made last match that you didn't hear because you were watching a different network, and that the animosity is pretty much stemming from that.

One could educate themselves about a particular culture through reading, whether that be literature of that particular country or factual sociological studies.
One could also take advantage of the cultural melting pot that is the US and seek out people from different regions and ask to participate in their customs.
