Why no relegation/promotion in the US?

I am looking at the semi pro and pro scene here, and I can't believe there is no promotion/relegation system. I know MLS owns the teams and don't want their property dropping to lower leagues, so I get that. Bit why no system in the lower leagues for promotion? I think it would give people a lot more to root for and solidify fan bases.

Because no other sport in America has promotion and relegation, and when you start a league like every other league in America, making sure you have tiers isn’t a priority. It’s survival.

Because the lower leagues can barely support their current level. USL is just finally on some solid ground, and they are just starting a 2nd division.
