U-20 and U-23 tournament teams

I was wondering how teams like Fiji, Hungry, Myanmar, Uzbekistan, and Qatar manage to put teams in these world cups and tournaments but can never get a senior team in the World Cup?
I am guessing it's because qualifying isn't as tough outside of World Cup.

Your right on the qualifying. These youth cups have age limits where the senior cup doesn't. So, you have more talented younger players playing in senior matches and leaving the qualifying matches with the less desired younger players.
Case in point, Julian Green. He pretty much was with the senior squad his whole career up until this month.
