It was definitely a penalty... he clips the guys heel before he wins the ball. He steps between the ball and Biss caught him on the heel.
Conspiracy theory time.... I think the grounds keeper overwatered the field or something because all night we were doing a dummy and letting the ball run and it would go to far and it would turn into a challenge with a Quarabag player. Happened at least 6-7 times and ultimately what led to the Dragon's straight red pulling the guy down after he had been beat letting the ball run.

He puts his leg a foot to the right for no reason except to initiate contact with the defender. That’s not a pen. Look at the angle from above it makes no sense why you would jump to the right while dribbling
