Then you have Russians with Ukrainian names
Typical rule:
If your name ends in -chuk, or -ko
Like say...Ilya Kovalchuk, Pavel Datsyuk, Alexei Marchenko
These people have been "Russians" for centuries but their names are not

Ethnic Russian names end in -ov or -in
But even that's not a true rule
