I'd say that's because they have way less players on the books. How many guys are Chelsea sending out on loan every other season, over and over again and then ultimately selling (KDB?) because they get a new manager every two seasons?
PSG has been more stable over the last several years and maintained their roster well without having to sell anyone. That's Chelsea's decision, not something that PSG should be at fault for.

Lets look at the progression:
2014- PSG the much better team in the first leg but Chelsea's grit and experience see them through.
2015- Gutsy PSG eek out away goals win in extra time
2016- PSG the much better team over both legs
PSG have totally outplayed Chelsea in 5 of the 6 legs and there can be no doubt at all now that PSG are the much better club.
