Why can't it be both?
It would be like dropping 10 billion on a super navy ship that can do 100 knots in 7 feet of water with lasers and a full arsenal of cannons and nuclear missiles. All of this made to kill a few pirates off the horn of Africa. It's a stupid investment, but totally badass.
