Well, I use Inkscape. So I would create the hoops and distribute them evenly. Make sure that they extend beyond the edges of the jersey. Then copy the jersey outline, paste it in place and then select the copied outline and the hoops and set a mask. That will cut off the edges and only show the parts of the hoops that are within the outline of the jersey.
