No its not

The link is for the Hull league match. It says members can buy up to four. General sale is matches that do not require a membership. League matches are not for general sale, sometimes cup matches are. When United are on general sale it says all supporters can buy tickets, like they are doing for the next round of the fa cup.

Literally everyone of City matches goes to general sale

Well every club has memberships that has perks for buying tickets.

Clubs like United, Arsenal, Liverpool etc, require it for league games and big cup matches.

Other clubs the demand is not enough to require it for league games.

WHL is supposed to be a great atmosphere, but getting tickets would be a bitch. There's only ~10 games left there and its capacity is reduced because of construction.
