I looked around for family friendly stadiums, and the best i could find was some stuff on RheinEnergieStadion in Cologne.
They claimed Köln fans are some of best and there is a family friendly vibe there.
I'm sure some one else can verify or deny.

All German stadiums have a family stand/section
the area is pretty tame, to the point away fans can sit in there with no problems.
Fan separation is only used for the ultras and hools.
