As others have pointed out, the pro/rel setup is never going to work here where money rules all.
Our best chance at growing development is going to be the MLB route, but instead of a 4 different classifications it would basically need to be every MLS has farm teams (development academies) in their state. That allows each academy to develop under the MLS umbrella and play other teams without having to get on a plane.
As an example, Miami might have an academy in Key West, Miami, Fort Lauderdale, West Palm, Jacksonville, and Daytona
Orlando might have an academy in Orlando, Tampa, Gainesville, Tallahassee, Panama City, and Pensacola.
If we can start getting actual investment and development in these metro areas of 150K or more people, not just the big cities, then we're going to see a lot more world class players come through the ranks
The MLS clubs will have to accept that they're going to be a selling league, but the potential is there to have one of the most exciting "young player" leagues in the world. It would obviously take a ton of investment and coordination, but I think that's the realistic route from gritty underdog with some bite to global power

I have quit FC Dallas because of its mismanagement. I am now an Athletico Dallas supporter. And I’m not alone.
The USL is creating avenues for success into the bigger markets while keeping their smaller market teams.
They are also starting their own academies in the bigger markets to compete with the MLS academies by buying medium-large clubs in those areas. This keeps their costs down because that infrastructure is already there.
Here in Dallas, they bought the Renegades. They were new compared to Solar, the Texans, and FC Dallas. But they were rising fast in development, # of teams, and higher leagues, like ECNL.
