Section V: Helpful Hints states that we use the fantasy PL site as our player pool. So, I'd say he's not currently eligible despite being on a PL team. I just found it really odd that he wasn't listed.

He needs to be on an official roster when the first pick of the draft was made. When someone wants to pick this guy (no idea who it is lol), then just state your case, and I can rule on it then.
We had to draw a line in the sand on this because if Gareth Bale transferred into the PL today, he would not be eligible for obvious reasons.

He did play in a friendly for a PL club before our draft started. Just didn't want to plug up the draft later but as long as I pick him right before you that shouldn't be a problem

Possibly, but the reason to avoid TE early is because you only start one.
In here, you will start 3+ DEF, so positional scarcity probably makes it fine. Plus, there is a decent amount of stickiness with the top DEF. They are pretty projectable.
I view GK as a QB/TE type. You only need one and there is not a huge difference in scoring.

The elite defenders usually start going in round 4 so it's not like you are reaching with that pick.

I guess I read some fake news about him scoring this preseason. I looked at the team's official twitter and did not see him listed for any official friendly this preseason.
