It reeks of desperation.
This is an arms race. The big teams spend a ton. United have had a bad window...albeit one where they've made more money than they've spent at the moment...and are now paying for it dearly.
Don't think people are going to magically think City are smart, sensible spenders because United are going to get screwed over on this Martial deal. Ain't gonna happen.

Question, does a ban prevent people from coming in without being purchased? Or does that mean no one can come in at all?

I disagree on manutd having a bad window. They didn't fill every need but they are stronger and in a better position going forward than they were 2.5 months ago. They have unloaded a lot of baggage and have a ton to spend. They can take a chance on a young forward/winger. Especially one who is exactly the type of player lvg says he is wanting.
Yes they still need a true striker and another cb would be great but who knowns Maybe they throw a ton at stones tomorrow and I think they are in on another striker from the championship who had a decent scoring record the past few years. Plus with that much to spend that can risk overpaying.
Let's see what happens tomorrow but they have already done well.

They've downgraded at keeper. They haven't addressed their need for a top, proven striker. Their central defense will become an absolute catastrophe if they have any injuries. And I've never been a big believer in Schneiderlin.
Memphis and Schweinsteiger (and Darmian, but I can't remember if he was brought in this summer?) were good moves.

But they are no worse up top than last year and smelling is definitely playing out of his mind so far. If rojo can get out of the doghouse he can provide some depth. And like I said there is still a big cb target who is u settled and potentially available. This window hasn't shut yet.
It's a process and they have done well cutting the fat and upgrading where they can. Losing ddg to pussy sucks but it is what it is.
