Xavier Becerra, as HHS Secretary under the Biden Administration, held ultimate departmental responsibility for protecting unaccompanied migrant children. He removed basic protections for political optics. Do not forget what he did, 1,000's of kids are still missing.

In March 2021, the Office of Refugee Resettlement (ORR) issued Field Guidance #10 & #11. It "temporarily" waived background checks & identification requirements for:

• Adult household members living with the prospective sponsor, parents or legal guardians already in the United States.

• Alternate adult caregivers listed in the sponsor care plan, this applied to Category 2 cases (close relatives such as siblings, aunts/uncles, cousins).

• They were originally described as temporary & due for reevaluation within 60 days.

• It remained in effect for roughly four years.

• "Children & sponsors with risk factors for child abuse (e.g. criminal background, history of perpetrating domestic violence)" received "Post-Release Services".

• Formally replaced by stricter requirements (Field Guidance #26) in February 2025, which required fingerprint-based background checks for all adult sponsors, household members (18+) & caregivers regardless of category
