Seems more like caveats to me which are prevalent in reports.
Are you curious why the Administration is leaking these dissents and not the reports supporting the assessment?

Democrats have a dumbass mob mentality. It's all about acting on initial reports, even if those reports turn out to be false.
Unless things involve China. Democrats will suck off China, no matter what. Give Democrats a free plane ticket to hong Kong and a thorn covered whip, and they would've lashed the frick out of those anti-communist protesters.
