Nonprofits are also exempt from the cap. School districts are hiring elementary teachers (ie not special subjects) for $36k.

We have plenty of Americans qualified to be elementary teachers. Many have left teaching because of the low pay and because their students are feral and the admin won’t enforce discipline. But instead of fixing that, let’s just bring in foreign teachers so we can continue to pay them less than $40k and they can’t leave their failing schools.
