This could be true.. Some years back I received a letter from the Food Stamp's place that said we have been trying to get ahold of you about your benefits.. I called the number and said I don't have food stamps.. Someone was getting FS in my name and they handled it like it was no big deal. They said they would take care of it.. I then found out that someone had Medicaid in my name.. I doubt anything was done about it and all I could do was call to check up on the situation... So if they can check all these things these people wouldn't get these benefits....
