Actually what I said was that after 20 many highly-talented officers recognize but financially speaking it makes no sense to stay. As such the people competing for promotion thereafter is a less competitive subset than the people competing prior to 20.

Sure I believe that there are people who stay past 20 years for reason other than finances. But just like economics there is no avoiding the reality that when you remove an incentive to do a thing you get less people choosing it

So the math is the math. And it shows. You simply get a much higher rate of people after 20 who fall into the Less Noble descriptions I listed.
