Or they're using alternate smuggling methods and just keep sending the boats to give us a red herring upon which to expend out pricey ordnance.
But there's no way they're just keeping this going for the fun of it. That's bad business and the cartels keep getting more rich. They're bypassing our detection capabilities somehow.

C) they are pulling people from the jungle and I assume some are getting through to Haiti or DR but I don't see how they can in the future with an aircraft carrier sitting between them

This is called a proof by contradiction.
We will assume that there is some last prime N.
We multiply all prime numbers upto and including N (2*3*5*7*11*...*N)
This gives us some number X.
Add 1 to X and we now have a number Y
The new number Y is not divisible by any of the previous prime numbers (definition of a prime number is divisible only by itself and one)
We have therefore created a new prime number and reached a contradiction.
Therefore there is no last prime number.
