Why would NATO/US give Ukraine an Article 5 guarantee if they are not

I think actually the US, British, and French gave Ukraine security guarantees back in the 90’s when Ukraine signed the agreement in Budapest I think it was. Ukraine agreed to give up all the Soviet era nukes they had and in that agreement I do think they were promised security guarantees. The Russians violated that agreement in 2014 when they took Crimea. I guess technically we are also by not living up to those security promises. I don’t know exactly how far we pledged to go in those security promises but the moral of the story is that if you have nukes then don’t give them up. That’s why NoKo will never give up any nukes and if Iran will not stop trying to get them. The world treats you different when you have them.
