Why would biden visit USVI in 2024 and give them over 3 billion dollars?

Hurricanes Irma and Maria hit those islands, population of around 100K and we gave them 24 billion, thats billion in relief, 240K per person. That was for projects that started in 2017.
In 2024 Biden vacationed and gave them another 3.2 billion in FEMA aid, 7 years after the hurricanes.
He had vacationed there in the past, maybe he just wanted to throw them another bone before he left office. Just odd, I cant remember a president offering billions in aid, seven years after a disaster.
And in light of the fact we now know their rep was deep in OMB and Epstein....hmmmmm.
