Sounds like Carter didn't go far enough.
That was a full blown state sanctioned hostage situation where they threatened Americans and Carter still let Iranians in, legit visas or not?

Maybe, maybe not but it doesn't matter when the law is very specific and crystal clear as the President can enact this EO and the president doesn't need to give a reason for it.
