Why is it that Germany or Britain never send a message?

Why doesn't Germany or Britain ever launch a strike like this on their own? What kept Merkel from saying this chemical attack was an atrocity that can not stand and then proceed to launch attacks? I don't blame Trump at all for doing this but why does it always fall to the US to act?

Brits will and have acted unilaterally and I'm pretty sure France has as well. But the U.S. is about the only nation on the planet able to reach out and back hand someone with this much firepower this fast.
