Why do Dems need filibuster gone to pass HR1?

I'm not familiar with the working of politics. I saw an article saying it wont pass unless filibuster is gone, why is that?

Shouldn't.

Reconciliation is a straight 50 vote bill which can't be filibustered IIRC.


Them being able to cram some of this shite in THROUGH reconciliation is another kettle of fish to be examined. I'm sure the Senate Parlimentarian got his balls in a vise until he signed off on it.

Reconciliation (simple majority) can only be used for budget bills once/year.

Every other piece of legislation requires 60 votes to break a filibuster.

That makes it an unlikely vehicle for convincing Democrats to abandon the filibuster requirement for voting rights bills. Why would Democrats, who say they want to keep the filibuster in place, vote to abolish it for a bill that might not even have majority support?
