Remember, though, that there doesn't need to be a statutory violation to find a high crime. Nixon had an article of impeachment that included his abuse of appropriation power before the act (and in fact, his action was actually the raison d'etre for the Impoundment Control Act being passed in 1974).

I get that. As crazy as I think it is, true, apparently no statutory violation must be alleged.
It just seems that the alleged wrongdoing goes hand in hand with the Impoundment Act.
