Two reasons it could be Russia
1. Norway to Poland Baltic Pipeline inauguration was scheduled today in Poland. Where the Baltic pipeline crosses the Nord Stream pipeline is not far from the explosion.
This sabotage could be a warning that this can happen to you and nobody will see it coming or it could be a coincidence that it happen less than 48 hours before the inauguration.
The pipeline will be open in January
2. Russia has its Baltic Fleet Navel Base in Kaliningrad less than 100 miles away with 42 warships, submarines, and support and auxiliary ships. I don’t know if any country has the tech to get that close to a Russian base in shallow water without them knowing.
Something strange is the 15 hour gap between the explosions. First explosion was a little after 2 am and the next explosion a little after 7pm. Russia had to be monitoring the pipeline really close after the first explosion.

Russian exports to Europe to fall from currently around 200 billion cubic metres (7. 7 trillion cubic feet) to between 50 billion cubic meters (bcm) and 75 bcm by 2030.
