He's drafting a strongly worked letter to give the appearance of a subpoena. The letter will have ZERO authority and CAN NOT be enforced by the judiciary.

I think what he means is that Schiff is going to attempt to serve an actual subpoena without grounds.
Should make for interesting legal precedent.

When the executive does not comply the legislative (Schiff) won't seek remedy from the judicial because he knows the judicial branch will see the strongly worded letter written to appear like an official subpoena is bull shite.
He will simply declare MUH Obstruction.

Didn't you make the post the other day explaining the procedure of the subpoena powers of the committees? Basically a three step process that requires the house to vote to open an inquiry and authorize the committees begin investigation with subpoena powers? May need to bump it.
The House judiciary and intel committees had subpoena authority to explore all things Mueller related. But since Ukraine gate arises independent from that authorization, Intel Committee needs new authorization to explore Ukraine.

For the people that can see through Schiff's shell game, all we can do is call him out so that more people see it. But you are right. A lot of people will be fooled and the media will play along to help fool people.

A court enforceable subpoena will have a paper trail demonstrating the validity. Something like a voting record to open an inquiry. The Dims lack this.
I've never met a judge who just goes along like:"Duh, Okey Dokey, trow 'em in da pokey." Of course there probably are some cartoon character Dim appointee/supporters out there behind a Bench somewhere.(9th circus and HI for instance)
