This language doesn't cover what is being discussed. Nobody is talking about forming a state...only that counties within the jursidiction of one state that find they have more in common with a neighboring one can chose to join their neighbor.

You mentioned the formation of West Virginia in an earlier post. What I posted was the legal requirement for that to happen. That requirement in the case of West Virginia wasn't met legally, but that is a different story.

What state are you going to cross the river and attach the other side of this dam to? That will significantly diminish the flow of the river? And where will this diverted water ultimately end up flowing anyway?
