First thing that is needed is to reform what foods are available to be purchased with those funds. More healthy foods and less processed. No expensive cuts of meat or seafood, it is supposed to be a helping hand not a wonderful fine dining experience.
Second thing would be to reduce the time you can receive the benefits for able bodied people. And people with a sore big toe are not disabled, get your arse to work or starve. Disabled are people who are bed ridden or other such illness. WAY to many people are "disabled" but really arent.

And they just claim that they're living alone with the kids when they're actually living with a working man who pays all the bills and reaps the benefits of free groceries and sex in return for his generosity. And there's not one single tool in place to verify or challenge the recipient's claims.
It's not just the SNAP recipients themselves that are gaming the system.
