The Soviets could have crushed the public uprisings in the late eighties. But they had lost their desire to do so. There was no appetite for a crackdown.
They felt it just wasn’t worth it anymore.
I think Afghanistan was a major part of that. The leadership was also, truly, surprised by how much the Eastern European states disliked the Union.

But i nominate Bush1 for runnerup who paid off the iranians to keep usa state dept and us marines captured so bush1 could claim potus carter not good at negotiating.
