In the early weeks of the pandemic, for all practical purposes, the answer is no.

The handful of exceptions (the Dakotas, Nebraska and Arkansas) only accentuate the point.

Even the deepest red of deep red states succumbed to the madness.

That includes DeSantis and Florida too.

Though DeSantis at first vacillated, he too ultimately declared entire industries in Florida to be non-essential and ordered businesses shuttered.
