Since when is it protocol for a sitting Senator and former presidential candidate to fly to a foreign country, pick up a dossier of unverified information collected from fricking Russians, then present that information to the FBI and multiple press outlets?
And knowing all the while that it was paid for opposition research against his own party's candidate who just won the god damn election?
Please, enlighten us with other examples of this protocol.

McCain didn't know that, he thought he was going to bring Trump down.
He also decided to leak it to multiple press outlets.

I'm assuming you think all the charges in the dossier are false, and for the sake of brevity that's fine, whatever. Assumikng that's the case, why would that bring down trump. I take it you don't think the FBI would have cleared him.
If so, is that your opinion or is there somewhere to get up to speed.

I honestly don’t know what either of those statutes are. Med mal in Louisiana is governed by state law so I’m not real sure what the federal Patient Bill of Rights does. But that’s not really germane to the OP, but your reaching for something to have an ad hom, as weak as it is, is noted
